That page also does say "Unique rewards for each cycle". I dont know if Im interpreting this correctly, but to me information technology sounds similar the eyepach quest will exist dorsum, simply with a dissimilar reward (not eyepatch) ?

They cycle every calendar week. Express bountys are not generally related to events.
They are just weeklys.
